If your dental team uses lasers, you’re not only responsible for clinical outcomes—you’re also responsible for laser safety protocols. OSHA, ANSI, and many state dental boards require that a designated Laser Safety Officer be appointed in every facility using Class IIIb or IV lasers. In many cases, that LSO must also complete formal training.

So, what exactly does an LSO do—and who needs the training? Let’s break it down.

What Is a Laser Safety Officer (LSO)?

An LSO is a trained individual responsible for overseeing laser safety compliance in a healthcare setting. In dental practices, the LSO ensures that laser procedures are performed safely for patients and staff. Their responsibilities include:

  • Enforcing safety policies and protocols
  • Ensuring proper signage is used when lasers are in operation
  • Verifying that laser operators are trained and credentialed
  • Conducting laser hazard assessments
  • Managing equipment maintenance and calibration
  • Keeping up with updates to ANSI Z136.1 and ANSI Z136.3 standards (American National Standards for laser safety)

While many clinicians assume the manufacturer’s manual is enough, the ANSI Z136.3 standard for Safe Use of Lasers in Health Care clearly states that every facilityusing Class IIIb or IV lasers must appoint a qualified LSO.

Do All States Require LSO Training?

Not all states mandate LSO-specific training—but several do. And even where it's not explicitly required, many dental boards strongly recommend formal education to demonstrate due diligence in maintaining a safe clinical environment.

Here are a few key examples:

1. Texas
  • Requirement: Dentists and dental hygienists using lasers must complete a laser training course that includes safety, physics, and operation.
  • LSO Role: While not named directly in dental board rules, ANSI compliance requires an LSO, and training is considered best practice.
2. California
  • Requirement: The California Dental Board mandates that all laser users complete training.
  • LSO Role: Dental offices using Class IV lasers should designate an LSO who is trained per ANSI Z136.3 standards.
3. Illinois
  • Requirement: Dental hygienists can use lasers for hygiene procedures only if they have completed a board-approved course.
  • LSO Role: Offices using therapeutic lasers should assign an LSO the LSO is required to have training in laser safety
4. Nevada
  • Requires documented training for laser use. Laser safety is included in scope requirements.
  • LSO designation is highly recommended and often required in settings using higher-power lasers.
5. Arizona
  • Laser operators must complete education that includes safety and proper usage.
  • The LSO should complete ANSI-based training to properly manage laser systems in compliance with national standards.

Dental lasers offer minimally invasive treatment options, improved patient comfort, and enhanced clinical outcomes. However, the regulations surrounding their use vary by state. If you're a dental hygienist in Georgia or considering practicing there, understanding the state's stance on laser use in dental hygiene is crucial.

The Role of Lasers in Dental Hygiene Lasers are used in dental hygiene for various procedures, including:

  • Bacterial reduction in periodontal therapy
  • Non-surgical periodontal treatment
  • Desensitization of teeth
  • Pain management
  • Soft tissue procedures such as gingival contouring

These benefits make lasers a valuable tool in modern dental hygiene, improving patient experiences and treatment outcomes.


Georgia’s Regulations on Laser Use by Dental Hygienists

Georgia';s dental board governs the scope of practice for dental hygienists, including the use of lasers. Currently, dental hygienists in Georgia are permitted to use lasers under certain conditions, but restrictions apply. The Georgia Board of Dentistry stipulates that dental hygienists may use lasers as an adjunct to scaling and root planing (SRP) but cannot perform procedures that require cutting or altering tissue. Additionally, laser use must be within the supervising dentist’s scope of practice and must comply with state regulations regarding
supervision.


Rule 150-5-.08: Use of a Dental Diode Laser by a Dental Hygienist

According to Georgia Rule 150-5-.08, dental hygienists may use a dental diode laser under the direct supervision of a licensed dentist, limited to bacterial reduction and disinfection of the
gingival sulcus. The rule specifically prohibits the removal of hard and soft tissue, except for incidental gingival curettage. To ensure compliance, hygienists must meet the following
requirements:

  • Complete a minimum of 8 hours of interactive didactic and clinical laser training, including laser safety, infection control, patient management, and laser operation.

  • Training must be obtained through accredited organizations such as the Commission on Dental Accreditation of the American Dental Association, the ADA Continuing Education Recognition Program, or the Academy of General Dentistry Program Approval for Continuing Education.

  • Maintain evidence of required training, prominently displayed at the dental office.

  • Complete two (2) hours of continuing education in dental diode lasers every two (2) years.

  • Adhere to accepted laser safety guidelines.

  • Document key details in the patient's record, including the type of laser, wavelength, settings used, local anesthesia applied (if any), and the procedure performed.

The format that will be offered for Idaho registered dental hygienists will allow you to complete a portion at home and the hands-on instruction in-person with Dedicated Dental Hygiene faculty. Typically, in-person laser courses result in a 12-hour day. Our partial online/in-person course reduces these long days of study and skill acquisition and allow you to stay fresh to practice hands-on. After completing the online didactic portion of training on your own time, you will meet the Dedicated Dental Hygiene team and other clinicians for a day of hands-on coaching.

This two-part curriculum is as follows:

Part II: In-Person

  • How to use the laser in a real-life patient

As the use of laser as an adjunct to non-surgical periodontal therapy gains popularity for dental hygienists, professionals must keep an eye on the ever-evolving criteria and licensing rules. South Carolina established a new regulation for dental hygienists in 2021 regarding the use of lasers.

The South Carolina Board of Dentistry proposed and passed regulations allowing dental hygienists to perform laser therapies under the direct supervision of a dentist and “be limited to pocket disinfection at settings that preclude hard and soft tissue removal, except for incidental gingival curettage.”

The board also stated specific training guidelines that must be followed for South Carolina clinicians to legally implement laser into their practice. The rules state:

  • Prior to utilizing a laser, a licensee must first successfully complete training that covers, at a minimum, laser physics, safety, and appropriate use of the laser.
  • A licensee must also complete an interactive training that addresses operation of the specific laser(s) utilized in the practice.
  • The initial training must include a minimum of 12 hours of instruction and must be obtained through a course provided or recognized by any of the following organizations (or a successor organization):
  • (a) The Commission on Dental Accreditation (CODA)
  • (b) The American Dental Association (ADA) Continuing Education Recognition Program (CERP)
  • (c) The Academy of General Dentistry (AGD) Program Approval for Continuing Education (PACE)
  • (d) The American Medical Association (AMA)
  • A dental licensee who has more than three (3) years of experience using lasers is exempt from the training requirements set forth in Reg. 39-9 provided that the three (3) years of experience is obtained prior to January 1, 2021.

Maira’s favorite part of joining Dedicated Dental Hygiene is the positive impact she can make on dental offices by introducing the staff to laser training and the results she continues to see in patient treatment. This course is approved by the Texas Health and Human Services Committee on Human Trafficking. Kandice Swarthout, RDH, LPC is a Licensed Professional Counselor and Registered Dental Hygienist. She is a full-time dental hygiene educator in Texas. Kandice is the owner of Inspired Education & Wellness where she is a speaker, writer, and private practice therapist. She combines her clinical dental and mental health experience to help other healthcare professionals have a fulfilling work/life balance.

Lisa will discuss, “The Fattening of America: Where does Dentistry fit into the Puzzle?” Lisa F. Mallonee, MPH, RDH, RD, LD received a Bachelor of Science in Dental Hygiene and a Master of Public Health with a coordinated degree in nutrition from the University of North Carolina at Chapel Hill.
